I tried to search around, and found some wavy issues, but not the same. My monitor looks crisp and does the job, but it appears as though you're looking at it through heat waves. The whole picture has a slight ripple to it. Nothing unplayable, but could be irritating to some. Any ideas of what it could be? I don't think the frame is grounded, I read somewhere that that could be an issue. Thanks for any tips!

Do a cap kit.
replace your regualtor.
 
Hmmm how can I ID the main filter cap?

I looked through the manual and it appears the B+ should be ~123V at IC4, pin-4 and the neck board P202, pin-3. I'll have to check that. If it's off, I guess my main PS is NG? My gut says this is a ground issue... Interference from something. So maybe the filter cap like you say, but again, which is it?
 
replaced the filter cap but didn't seem to affect it. Not sure where to go from here. I made sure the frame was grounded. Is there a ground strap that goes to the board that could be missing? B+ seems normal at ~123VAC or so. It's playable and all, but just really annoying!

B+ has nothing to do with the isolation transformer. The B+ supply is created by rectifying the incoming line voltage and smoothing it out with the filter cap, then regulating the voltage. It should be a nice clean DC. I did a write-up on how the B+ supply works in my sticky thread.

Basically, the B+ is the main power supply for the whole monitor. If it has too much ripple, or is too high/too low, things won't work properly.

You sure you're not simply missing the ground plug off the AC chord?
Also - run an extra/temporary ground between your ISO and the monitor frame.
 
The ground pin is physically there, but I guess I should test to make sure it's not open anywhere in the line.

I have a ground strap from the frame of the transformer up to the frame of the monitor itself. Is there supposed to be a ground strap from the frame to the chassis board anywhere? There is a random eyelet connector with no wire hooked to it drilled and secured to the side of the frame. Looks very factory/original.
