Water Damage on back of the head!

It seems that everywhere is wood except the back of the head where it appears to be particle board or compressed board. Did the manufacturers cheap out just in this area? It seems at one time this machine was up against an unfinished wall (basement maybe) and it is warped from moisture, bubbled like and is NOT wood. This is only on the back of head and not on the back of cabinet. Needs to be patched and sanded down sure I know, but why was there not REAL wood there? Just wondering, any ideas? Williams high speed is the machine.
 
I'm dealing with the exact same issue on my Attila the Hun that I'm restoring. I sanded down the entire thing to do a repaint and it's the damn back of the head that's giving me the most grief.
