Was Sega Tac Scan Ever a Dedicated Game?

I picked up a Tac Scan that only has 255 plays on the counter. It looks like a dedicated game to me. There's a Tac Scan tag inside and outside the cabinet. Did they make these as a dedicated game or were they all conversion kits?
 
I would bet it was like atari system 1's. They sold kits and they sold finished convert-a-cabs for the different titles. Inner and outer sticker would make you think it was dediated.

What I wonder about is the star trek. Did they make a dedicated convert-a-cab? If so, then why did they also make the dedicated star treks uprights?

I have seen them too. My question is why then did they do a dedicated upright?

I can only think they wanted to finish up the last few converta cabs and then switched over to dedicated cab production.

Was Star Trek the first Sega vector? Maybe dedicated came first, then to cut production costs.....everything started being built around the converta-cabs.....raster and vector. (just thinking out loud).

I know they made Star Trek convert a cabs because I had an asteroids conversion. It even had a full overlay for the control panel and side art.

I have a Tac/Scan in what looks like a dedicated cabinet. It is not currently running, but it doen't look like a conversion.

They sold dedicated factory installed games in the convert a cab, kits for convert-a-cabs, and kits for other cabs. Star Trek to Asteroids being a big one. I've got a cpo and bezel from that kit. There are a couple of fold out flyers that show some of this info.

I seem to remember TacScan was only offered as an upgrade kit at that time.

I do remember seeing the first Space Fury in the lab and loving it immediately. I also remember all the programmers playing us hardware guys in the new product lab at Gremlin/Sega back in the day. We played on a 4-player version of Eliminator every lunch, 2 on 2 very competitively.

There was a stretch of about 4 days in a row the programmers beat us almost everytime. I think it was Smitty that noticed the guys were holding down some of the control panel buttons when the game started. They had written a custom set of code that reduced their hit boxes to almost nothing and could only be bounced into the meatball with a perfect shot.
