Warlords Pcb trouble...Garbage on screen

I have all the right voltages, checked big blue, good A/R II, nothing but garbage on the screen with no moving sprites. This board is clean as a whistle too. Any help would be great.
 
Not overly familiar with that particular board. Does it have a Z-80 on it? That symptom COULD be from a trashed Z-80 processor on it? Hard telling with only the info given.....
 
It has a 6502 processor, won't even go into test mode. Seems just plain locked up. Started probing and just can't seem to nail it down. The garbage on screen isn't moving at all.
 
Is the 6502 getting a good clock signal? check pin 37 of the 6502. If pin 37 is not toggling, start tracing back to see if there is a problem in its generation from P4/P5/P6. Or perhaps, a bad crystal?
 
Pin 37 not toggling, tracing around that generation. You fix these Bit Slice? I'd be very interested. Let me know, I'll ship it out to you.
 
Bit.....I could throw you a few others if you'd like the Biz. 2-Missile Commands(unknown issues but not working), Possibly this Warlords as well if I can't sort it out. This Cocktail is too nice not to have working. I am still suspicious of the Big Blue, got 2 coming from BobRob Friday. Still want it fixed regardless. Let me know. And thanks for the assistance in advance to all. I'll attach a photo next post.
 
Heres a pic of where its at. Nothing is moving, just a still picture of garbage with some occasional noises, and a click on the coin meter here and there.
