De-casing them isn't always necessary, but it depends on the design too. If the monitor you have has built in speakers or something like that on the bottom, or if the case is some oddball shape, then de-casing is usually necessary.

I've been trying to come up with a design for a bar top type cabinet.
Instead of the generic cabinet, what I want to do is make an exact copy of a full size upright cabinet, but scaled to 68% size with a 13" monitor, and from the control panel up.
Think like a shrunk down Galaga cabinet from the waist up, but with a horizontally mounted monitor for JAMMA and testing odd boards with JAMMA adaptors.
I think the Galaga cabinet would work well, simple and black. Thought about shrinking a DK cabinet down.. Also thought it would be neat to use a design of a cabinet that's rare. Can't make up my mind!
What you're describing is basically what I did with my Stargate bartop. I initially planned on putting a 19" CRT in it, but wound up using an LCD. I'm now going to build a base for it so it stands like a regular upright and make a smaller bartop to sit here in computer room.
