I picked up a Tempest Cocktail recently, I found the deg. coil unplugged. With it connected, I am not hearing the coil buzz on a cold start. Any tests for the ptc? or measure current to the coil?

A monitor's degaussing coil is silent. It's only on for a nano-second at power-up. I'd be more worried if you (were) hearing it. :)

If you see it degauss an then shut off, I wouldn't worry about it. If you power on the monitor with the coil disconnected, the large resistor near the PTC will smoke. It shouldn't hurt it, but it smokes a bit. Anyway, it is also good to check the PTC for cold solder joints as they are known to get them. Probably just someone forgot to reconnect it. As Edward asked, do you hear it after the initial start up?

check your posistor (PTC) box and see if its getting hot.. double check the 22ohm 3w resitor these do open up.
