Voltage irregularity

So I'm installing a marquee light in a Frogger I'm restoring and I went to wire it up. There seemed to be an unused 3-wire to molex connector coming from the power box, so I guessed that was probably the wire for the light. Just to check, I hooked up my meter to it (it's a digital meter) and it showed 140 VAC!!!!

That sounded just plain wrong, so I checked the voltage at the socket the game was plugging in to and it also showed about 140 V. Checked in a socket in the house with the same result.

Is it possible that something's wrong with my voltage and it's that high? Or could it be that the battery in my meter is running down so it's mis-measuring voltage. I'm guessing the later, but thought I'd check if anyone knows if standard U.S. AC voltage can ever get up that high.
