i got this for a song off craigslist. when it was plugged in at the guys house it was on "free play" where you just hit enter and it credits up. when i got him it didnt work no more and it seems like all the coin mech stuff is missing out of it. i also seen these 3 loose wires dangling. i dont know if they were like that or came loose in transit. id like to just get it back on freeplay. once i taped two of the wires together and it coined up but it doesnt do it regularly. thanks for any help and info.

It's been a while since I worked on one of these scales, my guess is that he had the credit line wrapped around the enter button return.

What's under the electrical tape in your first picture? That is a slide (or also called a rail) mech where the quarter slides down and either trips a mechanical switch or an opto switch.

Since there looks like 3 wires hanging there my guess is it has / had an opto. Test the wires with your meter and see if you can find one that is registering +5 or +12 volts and isolate / tape that wire. The other 2 should be grounds (one ground to power the opto and the other for the credit line) and if you touch the 2 grounds together you should register a credit.
 
well yellow is 5v, the othe two are grounds, but no combination of touching them together will make it happen. i wish i could find some diagrams or something on how this things wired up or the dip settings
