Video noise on a WG4600 - NEED HELP!!

Well, got done the wiring and I have some video noise that comes up.
It's moving, looks almost like static, any ideas on where to start on the WG4600??
In the picture the static looks like the raster lines, but it's not solid lines and moves, black level/brightness doesn't solve.

I did hook up another monitor and the picture came up clear.

Check the offending monitor in another game to isolate the monitor.
 
if it starts slow then picks up speed, then slows down again etc, suspect the games power supply. I also agree with testing the monitor in another game to make sure thats not the other issue.
 
Run a ground wire from the power supply ground to the monitor frame and see if that clears it up.

But I've seen issues where a completely different outlet has helped. Does your cord have a ground prong?

I am going to swap out the power supply.
I did notice it has a red light anywhere below 5.11v, maybe it's failing?

The power cord does have a good ground.
I did try another monitor, but it wasn't grounded to the game other than the ground wire in the signal cord. It was using the same iso-trans as this one too.
Course it was rolling where I don't recall it having that issue before.
I will eventually try it in another machine, but I don't have an easy way right now...

I will try the ground connection as well.
 
Well, you guys called it.
I changed the switcher out and the picture is now clear.

I gotta wonder why one 4600 was clear but rolling, while the installed 4600 had noise.
Anyway, the switcher I pulled had a green/red LED that only turned green at >5.11 volts.
