The picture tube is affected by the magnetic fields of the Earth. You need to degauss the picture tube with a handheld degaussing coil.
 
Either you did it (manual degaussing) wrong, or you have an unshielded speaker near that edge of the monitor. That is about as obvious as magnetic distortion can get.
 
Sometimes, if the monitor sits too close to a magnetic field, it can either permanently damage the tube (which can't be fixed) or it can magnetize the frame and degaussing won't work.

You can sometimes correct it by attaching small magnets to the frame or the metal band around the tube in the area of the discoloration....

Has the monitor ever worked ok?
 
yoke could have been bumped and moved, or maybe it was removed and replaced at one point.

always fun to get the colors right after replacing the yoke.
 
That's what I was thinking too...
 
I have degaussed a monitor using a small hand held coil with poor results. Now my big one... that gets the job done! You may not have used a strong enough degausser....
