Looks like a mouse used this chassis board for a outhouse and smelled like it.Cleaned with simple green rinsed with water and let it dry for 3 days.Powered up and it has a thin vertical line.Im puting it in california speed that had no monitor.Also cap the neckboard some of the caps are higher voltage from what was on the board,could this also be my problem?Do the caps have to be same voltage?
 
No. Caps have to have the correct uF value, but the voltage rating can be equal to or higher than original.

If you have a vertical line while it is setup horizontally, then you have horizontal deflection failure. You don't usually see this, as normally the chassis shuts down without horizontal deflection. The exception is when there is a problem with the yoke connector or yoke, and sometimes when the horizontal width coil is bad.

If your yoke connector is connected properly, inspect the red and blue wiring for any mouse chewings, and measure the between the two to see what ohms-reading you get. Also, inspect the width coil and the area around it and the flyback for cold solder joints...
 
up and driving

Reflowed cold solder joint and got a picture with weak colors.Now time to cap the rest of the chassis board, i got the rest of the caps i needed today.Thanks Modessitt
 
caped board and still the same.the longer it stays on the worse it seems to look.maybe bad fly?also green is present at bottom left of screen.

The green should go away with a manual degaussing.

As for your colors, I would turn the brightness down a bit, then the blue, and try turning your red and green pots up (there should be more than one) on your neckboard. Also, I've seen a lot of K7xxx monitors with cold solder on the neckboard....
