Vertical Issue with the Monitor

I have a good idea of what is causing this. Just need someone to tell me I'm on the right track or I'm wrong since I'm no pro at monitor issues. 80% sure its a cap kit issue since most are. Using the Vertical position, I can't get the picture to move down anymore than what it is. I have it maxed out and still there is about 2 inches at the top that is off screen. The Vertical Sizing doesn't help since it shrinks the bottom more than the top, plus I can't move the picture down anymore anyways. Picture does seem to be a little warped on the sides as well, which is making me think Cap Kit. Am I right?
 
Has it always been this way? If the little frame-mount transistor on the back right corner (some versions put it on the chassis) is plugged it backwards, it can cause size issues that won't adjust out.

If it was working fine, then started messing up, it might be a cap issue. Or the U601 vert ic could be failing...
 
Its been like this since I got it. Thats why I'm thinking cap kit. But figured I might be over looking something since this is a new game and dont know much about it.
 
Noticed today that when you first power up the game, the monitor is shrunk a little. But once it warms up some, its expands back to the normal setting that I had when I powered it down the last time. Cap Kit?
