Value of Big Cap in Q*Bert Transformer Block?

I have:

-recapped the monitor
-removed the ground
-grounded the CPU
-replaced the big blue capacitor
-replaced the linear supply with the new AS switcher

and I still have interference rods scrolling thru the monitor. I give up.

My notes on interference:
Check all grounds...making sure they are all tight.
If the switcher doesn't have a earth ground connected...connect it.
If the monitor frame doesn't have an earth ground...connect one.
If the switcher DOES have an earth ground....disconnect it...check results.
If the monitor DOES have an earth ground...disconnect it...check results.
