Universal Cosmic Alien board work?

They're all digitially triggered analog sounds, so as long as your connection between the main board and the sound board is good, and the latches on the main board are good, it's all passives and timers and opamps on the sound board.
 
To add to what hudsonarcade said, if you verify those things (cold solder joints, bad cable connections, latches, ect), I'd start checking LM3900s and LM324s. It looks like this game uses a lot of LM324s. You can try piggybacking a known good one on unverified ones to see if you get any change.

I bought a bunch of lm324s. Tough for me to narrow down the missing background music and missing "dive-bomb" sounds. Here's a schematic attached.
