United Shuffle Alley Game Over Issue

My uncle who turned me on to pinball and arcade games 40 years ago, passed about 10 years ago and his children, my cousins, are trying to get some of his machines going again. One of them is a 1976 United/Williams Emerald shuffle alley. I replaced the power cord, got it to go into a full reset sequence, it will reset the pins and reset the score reels, but it will NOT get out of GAME OVER. The big 115V coil that powers the large coil bank on the back door has the GAME OVER coil and switches on it, but it will never fully reset by the long reset bar. The tab that sticks out always stays out unless you press it in manually. That will SOMETIMES work and get it to go into a game, but then when the pin contacts are hit and the last row of contacts is hit, it goes back to GAME OVER. Any thoughts or advice. I have a video of what it does, if anyone would like to see it.
