TV adapter question

I haven't looked very hard, but I had someone ask a question and I'm not sure of the answer.... I know there are RGB to every type of signal I could want adapaters...but is there one that will rotate the image so you can see vertical games on a horizontal screen? I know that line scan's and interlacing can make this an issue, but I was wondering if this exists.
 
I'm not sure if you're asking if a vertical game like Pac-Man will turn to lay side-ways on a TV, or if it will display upright on a TV with black on both sides.

If you mean the former, it will automatically do that because the program is designed for it to be displayed that way.

If you mean the latter, the only way I see that happen is in MAME, with the options set to display everything based on the horizontal screen mounting. There is a MAME option to display every game based on the original programming, or force it to display without the rotation - even though the screen looks much smalller...
 
Sorry, trying to study so my question was a little garbled, it is the second, the question was a vertical game on a horizontal screen... I was hoping something other than mame was possible.
 
I know they have NTSC converters for displaying the arcade game on the TV, but I don't think they force rotation...
