Tube Swaps - deflection angles

So, I see tubes with 90 and 100, but what's it mean when the tube says 20? It's got a CR-23 neck, but when I put a G07 yoke on it, I can either get the yoke positioned where my convergence is right but the colors are distorted, or the colors are right, but the convergence is always off on one side of the screen and won't adjust in.

Maybe it's the yoke, but I don't see the typical 90 that I'm used to. The tube doesn't look much different from other tubes...
 
Is it a 19" tube with A48 or 19 in the number, or an A51 (20in)?

A 20in tube in some cases seem to fit some monitor frames and work with the chassis but the yokes won't line up properly.
 
Maybe the rings need to be placed differently...could be an oddball gun setup. In the K7000 manual I remember reading something about the last ring needing to be lined up with the third gun or something like that?
 
Well, the original TV rings have 4 sets, rather than the three we normally see. I need to see if I can find instructions on adjusting an 4-pair set.

I tried swapping in some 3-pair rings but they didn't help.
