Tron spinner pcb

i still have a Tron spinner that is acting crazy but seems better with a little repositioning of the encoder pcb. noticed that the encoder wheel is a little "wobbly" or not really turning in a perfect circle thru encoder pcb (even a little warped too).

could this be my problem and before tearing apart wheel, is the wheel easy to adjust?
 
this could be your problem but if it is I'm not sure there is a way to adjust it to make it better. You may need a new disc if it's warped.
 
problem: eractic spinner movement/can't control much and jumps around! at one point if i leave spinner in one spot it will run ragged without spinning spinner at all. this is in game play and in player input! do not know what's normal but player input #1, it will change drastically from like 120 to 30 to 70 to 0 to 110, etc... with the slightest movement of spinner. also, i see "noise" (digital lines) on right side of test screen when turning spinner.

ok, found another cp and still does same thing!

so far this is what i have changed and no result: swapped Tron boardsets, swapped cp(obviously this has spinner and encoder stuff), changed ps pcb(AS small one) and both "big blues". NO CHANGES....grrrr!

wtf else could it be???

that's where i'm at too....

BUT i thought it was the problem at 1st so i checked continuity from harness. i guess i need to check actual connector pins in connectors...

fyi, i did just check colored wire to colored wire....is there a pinout from the header pins on Tron boardset to the spinner encoder pcb? that's what i actually need i think.
 
Fixed log!

ok, i fixed this problem and thought i would post repair log:

after replacing all of the above posted items, i actually checked +5 and +12 at encoder pins 1 and 13....they were low! only had 4.8 and 11.3, then i checked at switcher and was also low which i couldn't adjust either.

replaced and adjusted switcher to 5.1 and all is good! i guess +4.8 was good enough for gameplay and sound but not for encoder board. pretty finicky if you ask me.

also, i played with it to see was would happen and watched the input for spinner. apparently it is never suppose to get to 100 or better on player one input as i disgussed earlier(i had it go to 130 or so)! now it doesn't jump around and each time i barely turn spinner it will go up/down one number at a time(0-99)!!!
