ok.
so i put in a new switcher power supply and the arcade shop mcr adaptor. it gets power but the monitor is just white.
any ideas as what to start with to figure this out? i'm not at all versed in pcb repair but i can solder fairly well, and if someone can point me in the right direction i might be able to figure it out. imagine you are explaining something to a child, and i might be able to understand.
any help at all is welcome.

Have you replaced the ribbon cables already? If not, start there.
 
was the board functioning prior to that? did you do anything to the board, or was the board sitting in the cab the whole time? if so, you may want to check the voltages at your pcb. if you just put the switcher in, you may not be getting enough voltage at the board to power it. the mcr boards can have a .4v or so drop between the power supply and board.
 
If you plug the video cable into the wrong board you will get a white screen. The video cable plugs into the middle (CPU) board, while everything else plugs into the inner (SSIO) board. Might be worth double-checking.
 
I just ran into this also, and the only problem was simply a poor connection with those 15 pin male & female connectors at the new adapter. Try wiggling and see if it comes back to life, if it does, get some electrical contact cleaner.
