man, i can't figure this out...

i have a tested working pcb. well, tested by the guy i bought it from (but i saw a screen shot. looked great.) it has new ribbon cables on it.

a brand new power supply and adaptor from arcade shop.

a new video cable.

and i replaced all the power connecters on the harness. both of the 15 pins that plug into the ps and the 20 pin on the board.

and i still get a white screen. wtf?
what else could it be?? i got no sound. no picture. no nothing.
i must admit i am more of a experienced cosmetics guy, and not so much on the electronics.

any advise? before someone says "check the voltages." i will admit i have no idea how to do that. i have a multi meter, but no knowledge of how to use it really.
any help would be great.

well I was gonna say check the voltages. So take your meter and set it to dc voltage at the value slightly above the voltage you want to measure. On my meter that's usually a setting for 20V dc. Basically it will measure up to 20V dc. Look at the switcher from AS. it will have screw terminals and next to them they will have markings. Gnd, +5v, -5V, 12V ect. with the game powered on carefully take the black lead from your tester and touch it to the ground terminal. make sure you have the correct terminal. Now take the red lead and touch it to the screw terminal of the voltage you want to measure. read what the meter says. You are more or less just concerned with the +5v and possibly the -5v (not sure tron uses -5). There should be a pot on the switcher to adjust the 5v if necessary.

Honestly you probably want to measure the voltage on the board or at least at where the wiring harness meets the board. But if you're not familiar with testing voltages and using a meter it may be best to start at the switcher. BTW just be very careful not to short out anything. Don't want to cause any damage.
 
Did you plug the video cable on the pins located on the CPU board (middle PCB) and not the controller hookup pins on the top board??
