No... they use different boards in their stack. Tron uses MCR II CPU and Video Gen boards, while Tapper uses MCR III CPU and Video Gen boards. They both do use the SSIO board, but Tapper may use the upgraded version with audio panning (not 100% sure).

Before trying to convert boards, you should confirm any of the information by looking at the manuals, MAME source (comments at the top:
