So a track and field I am helping a friend with had some reset issue.

1) First I put in a brand new power supply not even feeling like messing around. I set the power supply to 5V even, however it still reset. Measuring the voltage at the board connector it was actually much lower.
2) Next I slowly creeped the voltage up until the reset issue went away. The final verdict was around 5.3 volts at the power supply, and 4.9 volts at the board connector. Here it is stable, no resets.

So everything seems ok, but my question is this... a .4 volt dropoff between a set of wires from the power supply that goes straight to the board connector seems like a hell of a lot. Is that normal? Any advice?

Either your edge connector is dirty/loose or your power wires are too thin, replace with thicker, or add more runs if the thin ( including ground ) and the drop will vanish. Sounds implausible but it's true.

Definitely check out the edge connector. The first thing I would do in your position is replace the the edge connector pins for +5V and ground. The spade connector leading to the power supply could be messed up too. Make sure the crimp is solid (not just squeezing a few wire strands) and securely screwed into place.
