Track and Field - No Boot

So, I have exhausted some resources trying to figure out why a track and field is not booting as in nothing from cpu.
Here is what I have verified and checked.
Power is good at 5.18vdc at the board its 4.8vdc.
Replaced cpu socket verified all pins back to pcb trace.
Replaced main rom set sockets pins verified
Have test rom v1.1 installed at location 5A
Check for clock signals at cpu.
Reset Barking..
I even cut trace to allow reset to remain high state.
It just seems like the cpu would be an issue but I swapped for known good one and still same issue nothing on addr or data lines.

verified data and addr buffers out of circuit test.

Ok, So I cam back to this and reviewed what I had already done and one of a few signals I forgot to validate was the halt signal which places the processor in dead state.
Well, as it goes I found a micro piece of solder that had grounded the halt pin.
After removing and cleaning that up.. I got life back into the board and sounds seem to be working.
I still only see a solid light blue screen not sure where to start with that one but still probing.

I see that tendril has worked on a few of these.. any ideas to point me what I need to look at next.
