Tovis "Vison Pro" no image

I just put a MTG-2901 Tovis (AKA Vision Pro) into my Dig-Dug. I plugged in the RGB + GND and sync connections where it was labeled on the board, but all I get is a black image. I can hear that it has synced, and by turning up the brightness on the control board I do see a grey raster, and I have the orange glow in the neck. Is there some basic setup step I have missed?

EDIT: The Chassis claims it's a 2901cn but the monitor frame says a 1901 ...

If it helps, I've tried manually wiring up a few other RGB-capable devices including a Sega MegaDrive (which is 60hz as well). It also syncs, but shows nothing.
 
That cabinet was wired for two different monitor pinouts. There should be a Matsushita monitor video connector and a Wells-Gardner/Electrohome monitor video connector. One or the other will be tied back in the harness. Hopefully, you are NOT using the Matsushita connector as the pinout is totally wrong.
 
I have verified that the pinout I am using is correct.

If I feed RGB signals directly to the neck board I get an image, though dim and unamplified.

The monitor is working just as if there is no input. All grounds are fine, it syncs, just it's acting as if the RGB lines are lifted.

Well got any details about voltage?
Can you take a picture of the chassis? over top of chassis..
Pull it out and check to see if it has ever had a cap kit done
to it..
