Touchscreen monitor grounding

I have a 13" CGA test monitor (Ducksan Type 20) that came out of Megatouch. It still has the touchscreen glass on the front of the tube.

Here's my problem:

Whenever I turn the monitor on, I hear a sharp CRACK of electricity, and hear the same when powering down. While on, I can get shocked just by touching the touchscreen glass on the face of the tube. Sometimes I still get a minor shock after the monitor is shut off (like a discharge).

I have the wiring of the touchscreen still attached, I assume I need to ground it in someway to keep this from happening, but am unsure how to do so. There is already a dag wire connecting the tube to the neckboard. I assume the natural static of the front of the tube is enhanced in some way by the touchscreen.

What is the best way to ground it? There is a green ground wire with an eyelet, but it appears to come from the touchscreen connector, not the touchscreen. Anyone have a good idea on how to eliminate this electrical field so that I can touch the screen without getting a new hairdo?
 
That green wire from the touch screen controller with the ring terminal must be connected to frame ground. Also the monitor itself must have it's metal frame connected to AC power cord ground. This will eliminate the arcing.
