Touch up silk screened plastic..black?

Is it possible to touch up a silk screened plastic? I bought a used Satan's Hollow plastic that covers its light and there is some flaked color in a black area...

Is there a known way for touching something like this up? It seems the rest of it has a white backing..I guess the black is put on and covered with the white on the backside? I have no idea how the process works...

Any insight would be appreciated!!

Don't quote me 100% on this, and you probably ought to check a second source. But I think I remember reading somewhere that a black sharpie marker should do the job if the flaking is minimal. Always make sure to clearcoat the area first, though. Then add in the touch-ups.
 
On solid color areas I've had good luck with Tester's enamels thinned down and using an airbrush to coat the area lightly. I usually tape a small area or use a piece of thin cardboard with a hole cut into it to minimize overspray.

What does the clearcoat do in this case? Is the clearcoat sprayed on?

Can anyone verify this approach?
