Top two inches missing

I just picked up a playchoice 10, and the top two inches or so on the monitors are not getting displayed. It looks to be about the same height on both monitors, and they seem squished rather than just "missing". I've tired adjusting the monitors and that didn't fix it. Wondering what could cause this?

Also, whenever I boot the machine, the top monitor becomes very slanted horizontally. I have to go in back and adjust the horizontal and vertical to get it to snap back into place. Once it's in place, it holds fine; it just seems to become slanted when the game is first booted. Any ideas on what could cause this? I was guessing it might just be something loose?
 
Sounds like the typical Nintendo vertical problem... do a cap kit on the monitor for sure.

Cool, thanks guys. Between a recap on the monitors and new cpo, those are the largest to-dos on this cabinet; so that's not too bad.
 
Ok, bumping this now that there has been some progress on the monitors.

Both monitors have been recapped and are now filling the entire screen! The only other issue I'm running into, is with the top monitor, when I boot the machine it is still slanted horizontally. One I leave the machine on for about 2 - 3 minutes, it will snap into place and appear fine. It's only when the machine is first booted that this happens. I've tried adjusting the horizontal hold, and it doesn't have any effect.

Any idea what could up with it? Also, it's not a huge deal that this is happening to me, since it eventually will work properly; and it really doesn't take that long to go back into place. If I do just leave it, is there any problem in doing so (is it bad for the monitor to just leave it)?

Also, both monitors are Sanyo's, in case that matters.
 
There's a master (coarse) horizontal hold control on the monitor's main board.

The horizontal hold on the little board with the bright, vert size, etc is only a "fine" horizontal hold.
