Toobin picture problem

I know it isn't a monitor issue because I took it out and recaped it and had a nice picture in another machine. I then put it back into the toobin and this is what I have again. It also makes no sounds. I have also replaced the switching power supply.
Any ideas?

This looks like something I wouldn't be able to fix, but I'd start looking at connectors and see if there are power test points on the boardset to check. That's my grail and I have a spare boardset for mine, but it makes me curious - does anyone fix these?
 
Just upsets me that I overpaid for the game and have another 80 into it and have never played it. When I first got it, I could see three of the same pictures very blurry. But now this....
 
The game it was hooked up to was gyruss

Toobin uses a medium resolution monitor (like 720, Paperboy, etc..) and Gyruss uses a standard res, like most classic games (Pac, Defender, Tron, etc..)

Yep. that's why I wanted to ask. You still might have a board issue, but there is no way a monitor that works perfectly with Gyruss will ever work perfectly with Toobin...
 
What is the monitor?
If you re-capped it, you should be able to tell us.
I agree with the other comments... I am guessing you have the incorrect monitor for Toobin... seems like you have a standard res monitor in there... instead of a Med res.
 
This pattern tends to suggest a crashed board, most likely cause is the main system RAM on it is dead. The colours suggest you are missing the blue channel.
