Tokyo Cop won't save settings

Anyone know why a Tokyo cop won't save settings/bookkeeping when shut off? I took it apart tonight, cleaned out the CPU box and replaced the battery but still no go...this is a non-motion sit-down so I have to disable the motion and turn down the volume every time it's fired up. Not a big deal but figured Id try to fix it.

I figured replacing the battery would do the trick?
 
I had that happen on the one at work when the CPU fan and the vid card fan both died and noone else caught it until it was wayyyy too late. I was never able to figure out exactly what happened but we ended up scrapping the game before I really could look deeper into it...sorry I cant be much help...best bet is to do what we did, since we knew it was getting scrapped...and just leave it powered on haha...although my best guess the box is overheating (or has at a previous point) and something on the board has cooked/has bad solder
 
The box fans and CPU fan are still good (and fully cleaned now)....the vid card fan is toast. I'll have to check..maybe the battery I used is dead. It had 2.8v but who knows.
 
Bump...in case anyone else has any ideas. Kids love messing with it when they come over...I'm considering adding a switch somewhere that bypasses the gas pedal pot with a resistor for the tykes that can't reach the pedals.
 
Bumping this up - I have to open it up again as the video card is failing I think. I did put some kind of fan on it but that may have failed now too.

Still does the same thing- no settings are stored whatsoever. Every time I have to open the coin door, go into the menus and set things up. Is it possible the hard drive is set to read-only?
