Toei CM-F20U No Picture

I picked up a gorgeous Lady Bug (Universal) from an estate sale, so unfortunately unable to get prior history. This game looks IMMACULATE inside, and infact, both light fixtures were original and dead. There's zero dust on anything inside the cabinet, but I'm unable to know any service history. The game plays blind. On the monitor there's no neck glow, but I can "hear" the frequency change of the screen changes in attract mode (maybe this is weird, but am I the only one who can "hear" a CRT??).

Anyways, the monitor is a Phillips 19VLBP22. I've never worked on one of these and am looking for a flow chart or something to get it back operational. It's a really great monitor design with front controls (I did check the pots) and an easily removed neck and chassis.

Does anyone have any information on this tube and how to proceed? Love this game and want to get it up and running!
 
Phillips is the manufacturer of the CRT (picture tube) and 19VLBP22 is CRT number.
We would need the make and model of the chassis to be of any help. If you can't find that, then post some pictures of the chassis and someone on here will be able to identify it.
 
OK, attached are pics of the removed chassis. Weird that I didn't get any discharge from the anode cap afzer ~36 hours of it being off. Any other safety precautions I should take w/ the chassis itself like discharge one of the caps just in case?

you left it to bleed off on its own. it usually takes about a day even if it's one that discharges pretty violently lol

your missing heater issue can be a bad resistor where the 6.3V goes into the neckboard, maybe broken wire, bad solder, or I suppose it's not unlikely that voltage tap isn't working on the flyback anymore. I've never worked on one of those, so I have no experience to go off of.
 
so I created a cap kit for it, but I feel like that's just doing ordinary maintenance. Anyone have any schematics, test points, or troubleshooting flow charts for this chassis? I don't see any obvious signs of failure. The chassis and neck board look super clean. Appears to be factory OG soldering. Flyback looks good.
 
Thee flybacks are notorious for giving up the ghost. Mine had a bad heater winding too. Find a new monitor
