TOEI CM-A20 Monitor chassis. How do you adjust DC voltage? What should it be?

Hi all!

I have a Toei CM-A20 monitor in my phoenix. The monitor will take a tad longer to come up and then has a beautiful pic. However, from time to time there could be a quick jitter of the screen. I'm thinking the dc voltage is off. Where should you measure the DC voltage and what do you turn to adjust it? Anyone have a manual?

Here's the link to the monitor chassis:

Forgot to mention

I forgot to mention. This symptom was occurring prior to cap kit install and after. Full cap kit installed on this monitor already too. All solder joints checked. I could only think that the HV needs to somehow be checked and adjusted. Or, possibly the switcher? I checked voltage on this switcher in a Phoenix and it is non adjustable and was 5.0vdc on the nose.
