TMNT shadow character problem

I have a teenage mutant ninja turtles game and the characters are shadowy. I can't see the characters. They are just gray blocks. The rest of the game work fine. The sound and the background are there, but not the characters. any help with this?

Does it come with errors when going through start up test? You may want to start by clearing out your EEprom by pressing the button on board as you are powering up. This usually was for start up problems but surges usually caused it to go wacky. Also i would lift any socketed prom and reset them. dont bend any legs as you are putting them back in. Sometimes just lift them a little and press them back down will do the job. Try flexing the board and see if the problem goes away. you might have a flat pack ic that need soldering a pin or two.

I don't know how to clear the EEprom? It doesn't have a button on the board. It just has the dip switch to put it in test mode.
 
It's possible that all of those mask ROMs are faulty (they seem to fail for a passtime) OR there's a chance that one of the ICs or custom chips which interfaces with those mask ROMs has developed a fault. Either way it won't be an 'easy' repair unless you're familiar with board repairs. Might be a good idea to get an experienced repairer to fix it for you (I could do it but I'm in the UK and you're in the US - shipping would add a lot to the cost). Someone here that's US-based is bound to be able to help - Alex Yeckley at Electron Forge is a good bet.
