Tmnt player buttons not working

I picked up a tmnt cabinet that had was converted to a GT that im currently turning back to a tmnt cabinet. The wiring in the cabinet was completely hacked up and unusable. I went ahead and ordered a complete wiring set up from golden age arcade that was pretty much plug and play but I'm having issues with starting the game. The game will coin up but that's as far as it let's me go. I've looked and went through all the wiring and only thing I found is a missing ground on the jamma harness. The tmnt manual says it's populated but I'm not sure where it goes. The pcb is a the 2 player version but I'm not sure that makes any difference wiring wise. Any help will be greatly appreciated 🙏

The 2P and 4P boards are the same. You will need to swap the ROMs though. Right now you'll only get P1 and P2 I believe.

Have you checked that the buttons are all grounded to the PSU? Check with a DMM. That would produce what you're seeing.
