Nope, no sound board.

But, PLAYERS 1-4 are hard wired (not selectable). PLAYERS #1 & #2 are wired to the wired to the JAMMA CONNECTOR. And, PLAYERS #3 & #4 are wired to the to sub. harness connectors. But, I forget just which TMNTs are wired (connected) to which PLAYER numbers. I think it's

P#1. Leo,
P#2. Mike,
P#3. Don, and
P#4. Raph

It's a fun game. I like it.

The way I see it: Yes, you can wire a PLAYER# to any STICKS# on the control panel. The game board does not need a specific control panel STICK# to operate a specific PLAYER#.

But, the TMNT PCB does not reconfigure the the PLAYER display on the top of the screen to match such a PLAYER layout--because the PCB always displays the PLAYER info from left to right across the top of the screen--and it always starts with P1 (LEO) and ends with P4 (RAPH).

With a re-wired setup, you'd basically have another PLAYER#'s display info (life bar) above a STICK that's controlling RAPH.

And, your cab's control panel overlay would seem really odd.

AHH, good point, never thought about how the Turtles info is displayed on the screen VS the control panel.
