TMNT II PC 10 glitch

Got this cart from another KLOV'r. They said it was fine on their end. Everything works but the background is funky - letters and numbers instead of shapes. Took all other carts out and tried slots 1 and 2. Should I reseat the chips, try a certain slot, or is this something more sinister?

NOTE - tried to upload a photo, but it wouldn't take. PM me if you want the shot or have an idea.
 
just received SMB3 from another member. This one is exhibiting some of the same problems as TMNT II, but only on the bottom part of the screen and only during game play. Opening sequence seems to be okay. The back of the SMB3 card appears to have been jumped and there's a lot of excess goo.

Any ideas on solving this?

The back of the SMB3 card is normal. There are a few carts that are like that such as Ninja Gaiden. Did you try your know good working carts in the slots to make sure it wasn't an issue with the PCB?
 
Yep. I've moved these two between different slots with no change. I know all the slots work with other cards... I even put the turtles as the only cart in every slot.
 
It looks like some CHR bankswitching is not happening that should be happening after the scanline for the score display - clean the hell out of all the pins of the EPROMs and also the game card connector with alcohol, and while it's still wet insert it a few times into the PC10 board to clean that connector as well.
 
What revision is your playchoice board? It should say something like PCH1-XX-CPU where XX is the revision number.
 
I have a PCH-01 board and it doesn't appear to have the jumper. SMB3 is a PCH1-01-ROM-G and TMNT II is a PCH1-04-ROM-G. But I have a contra which is the same as SMB3. Why will Gauntlet work without the mod to the board and not the others??? Is the mod needed for only ROM-Gs?
 
The mod is required for any game that uses interrupts. The g boards can use interrupts but they don't have to. The mod is pretty simple to do.
 
The bad thing is I have no soldering experience... Will have to put the call out to my local klov'rs for help.
 
Anyone know of (or can take) a photo or video of the completed mod (or in progress)? I kinda get the instructions on Riemen, but don't trust myself.
 
So I had a local shop complete the mod. Everything looks great, but now tecmo bowl won't boot. I'll occasionally get the instruction screen to pull up, but most of the time it locks up. Any ideas? Note that it worked flawlessly before the upgrade.
