TMNT (?) board won't load past Rom/Ram check

Hello.

I have what I believe to be a TMNT pcb (...it's a double-stacked board) that, when plugged-in, runs the ram and rom checks with the grey background. All the roms/ram/and eprom check out "OK"...but then it just loops through it all again. It won't get out of this loop. Anyone have any ideas. As always, I greatly appreciate all the help from this smart, handsome/pretty group of people :)
 
I've seen TMNTs run at voltage as low as 4.2V. maybe after awhile it would reset, but I've never seen it reset that early.

if you have a dedicated machine I would suggest getting rid of the fuse blocks for +5 and +12. just cut the wire off the fuse holder at the end that runs to the JAMMA harness, strip, then connect to the power supply directly.

then read my PSU guide, cause I think that'll be helpful. I would start at shoring up the voltages, then if it's something else you can escalate matters.
