Time Killers - Screen....not flipping, but flipping/flickering(?)

Not sure exactly how to describe this, but I just hooked up my PCB and all of the checks are ok, but the my screen is like flipping/flickering but not FLIPPING. The screen is solid and completely playable, but there are like thick refresh/scan lines flipping over the gameplay (and even in test mode). It's like what you see when you record a CRT with a camcorder...but without the camcorder :p

It flips slower during gameplay when the game goes into slowdown mode for the end of a match, then faster on the loading screens.

Is this due to incorrect +5v, -5v, +12v or something with the game or monitor or what?

I've adjusted all of the monitor knobs to no avail, and I thought maybe I f'd something up, but when I hook up any of my 4-player Konami games in the cab, everything works like a charm.

Time Killers though looks partially washed-out, like just slightly too dim, and the screen does that flippy flicker thing...I'm out of ideas.

Ok, so I hooked it up to my Neo Geo cab and the colors look beautiful but the flickering thing persists.
 
Ok, so one thing I fixed was that one of the damn ROM chips' legs was outside of the mount. I pullt he chip and remounted it, but still no fix. I did notice that the battery must be dead because it didn't keep any of my settings.
 
I don't know if this will help or not but, try switching jumper 1 dip switch and see what that does. manual says that controls positive sync (off), or Negative sync (on) and is the fix for scrambled picture. (as per the manual). only other thing i can say is check to make sure all 3 boards are socketed together well and the same with checking the rest of the proms.

the sound status led blinking is normal

Yeah, I reseated all of the ROMs last night, nothing new. And the dips were one of the first things I tried.

One thing I did notice too was that there was a 1" S-shaped scratch across the main PCB (under the sound board). It went across like 4 traces, but didn't looks like it split any of them. Maybe I need to get my voltometer out again.

I just said 'fuck it' and asked for a refund from the guy...guess that's what I get for not following Internet Rule #3215: Never buy electronics from Ebay.
 
That looks like mains hum to me, not sure why it would only affect one board tho.
 
It does it on two machines though...and notice that it fluctuates in frequency during loading and slowdown.
