Being a Pacific Novelty fan, I looked into this a while ago. And based on that initial quick look, I didn't think it was possible. However after repairing @Phetishboy's Shark Attack boardset recently, I decided to pull out all of the boardsets I have, take a deeper look at it, and do some experimenting.

Turns out with some modifications (and the reuse of a ROM board that @lilypad19 and I made for a different project), I was able to get all of the following working, playable, and switchable on a single 3-board set (CPU, I/O, and Coprocessor board):

- Shark Attack
- NATO Defense
- Thief
- NATO Defense ('speed up' ROMs with different maze shapes, which you can see in the vid below)

There are some details, and it's a little more involved than a plug-in multikit, as there is some soldering and wiring involved. But it's basically possible to have all three games working in any one of the three cabs. Here's a quick demo:
