The lack of controls tells me 'no'. If it's real at all (and not just a concept), then I'd say it's a coin-op movie device.

I'd also say that it would last about 10 seconds in an arcade enivronment - that's WAY too easy to tip over.
 
Actually, yes. There are a handful of these out there, released (usually on ebay) from the manufacturer. Cecropria.

These are really sought after by collectors, especially with the full game and not a kit...only about 40 were made.

Actually, they seem to have moved that portion of their web site to http://www.theactgame.com/

Apparently the thing I thought was something sitting on a shelf was in fact a control knob.
 
It's sort of in the same genre as Dragon's Lair, where you have to control the character's decisions to make it through the scenero, so I think it qualifies as an arcade game.
