Complete non working? untested Tempest. Cab has no water damage. One small chip missing near front edge on top. Cab is a 7 out of 10.
 
then you're way off in price. a working tempest is worth exactly what exidy says it is (VAG probably has similar pricing):

That's why I suggested he get it working. Most people don't know how to repair a Tempest or 6100 themselves. So there are far fewer buyers for non-working machines.

Take a $1000 complete but non-working Tempest, spend $600-700 to have everything inside of it sent out and refurbed, plus your time and labor to clean the cab up, and there's your working machine price. (Plus or minus, depending on condition.)
 
Agree with $1000. would offer $700-800 but plenty of buyers at 1000 if complete.
 
Yeh, seems Exidy and VAG don't agree. (It would be nice to summarize KLOV sales over the years but that also has inconsistencies).
Let's just say a nice/working Tempest, in any cabinet type, is $2KUS (or more) on average. :)
And if not working, take off 50% (more or less).
Done.

i will say on my pricing I think my data shows (I don't have it in front of me) so far that Tempest is usually (along with Space Duel) the most affordable of the Atari color vectors probably due to the large amount of them manufactured. I often see decent working ones well under 2K and I agree a complete non-working one would probably be worth 750-1000 with a non-water damaged cabinet. I think I paid 800 for mine about 6 years ago working. It is interesting to me that when I first started collecting 30 years ago that the cocktail was very much sought after and although, people dig it still it seems people are more interested in the cabaret now.
 
This is where I chime in again to remind everybody that Exidy (which while far from definitive, can be a useful resource) hasn't been updated in over a year.

A complete Tempest with a non-necked tube is a buy-it at anything below $700 or so IYAM. Judgement call above that.

It definitely seems like VAG's list has become more accurate, complete, and far more up-to-date than Exidy's list, anyway.
