Tempest power problems

I just picked up a Tempest.
-5V was -17V
+5V was +2.5V
10.3 Unregulated was at 5.5V

I replaced the 7905 and checked the 2n3055 and TIP32. I also changed all the cap's on the A/R II except the 3300uf's(I was out of them).

That corrected the -5V. I changed the bridge on the power brick and the +5V went to +4.5 and the 10.3V went to 9.1 (old bridge tested good. Not sure why the voltage jumped.)

Would a bad big blue cause the voltage drop? I thought the main problem is AC ripple. I'm sure it's time to replace it.

Why the low voltage out of the power brick?
 
A bad big blue can drag the voltage down. The only thing in the 10.3 line is the big blue and the bridge. I guess....maybe.....something could be up with the transformer (though, very unlikely).
