Tempest plays and coins up but no sound and no controls

just got this tempest and i can get into test mode and test the coin switches and they register, but no control panel, i know the problem is not the wiring as i can easily test that. what could the problem be?

Cool. It's honestly more likely to be the Pokey being bad, but you should reflow the interconnect header pins anyway, as they are almost always cracked, if they have never been reflowed, and that will cause separate problems. But the symptoms you are describing are classic bad Pokey behavior.
 
reflowed and still the same... i got this late last night and it looked fine..now in good light i could see those cracked solder joints.

Yes. If you have any other working Atari board, you can borrow one and swap each one out, to see if it makes a difference. (Tempest actually has two of them on the aux board, sorry I wasn't clearer earlier.)

FYI, they aren't cheap. Expect to pay about $20-25 each for them, if you can find them.

Also, you can try putting the game into test mode (see the manual), by powering it on with the test mode switch enabled. This might indicate error codes (specifically P or Q), which can help confirm the Pokey(s) being bad, but they can also go bad and not cause an error code to be thrown, so it's not a 100% conclusive test.
