I think you have another problem somewhere that has not yet been addressed. Either way the damage to the deflection board has been done.

If you access to a scope, follow the signal to where it drops out.

Ugh, did I seriously toast the deflection AGAIN?!? Man, Tempest better be a damn good game by the time this thing is fixed. So even though the transistors seem to test good, I still fried something?

What else should I start looking for? Are the readings I took from the X Y OUT test points on the board normal? If the boardset is having problems, I would feel bad if I tested it inside someone elses cabinet and blow their deflection board as well, so does someone have a list of tests I can perform or a list of parts I can replace to make sure this boardset isnt what is toasting my deflection over and over? I dont have an oscilloscope and even if I did, I wouldnt know the first thing about how to work one.
 
You DC output voltages seem normal, but you should measure it in AC since they swing +-

You'd need a scope to check anything on the game board itself though.

There are voltages listed on the 6100 manual schematic, I'd check those voltages.
 
I could look at it but can't say for sure I could fix it. I do have a scope and have fixed a couple of XY boards ( one was a Tempest) by just walking through the XY circuits with the scope. If i cant fix it you would just pay return shipping plus cover whatever parts i put in there. If i can fix it It would be reasonable. If someone with more experience wants to take it on that's cool. I have plenty of Amplifones to work on :)
