Tempest BLUEs (pun intended)

My Tempest is giving a little bit of a fight on populating the blues on the screen. If I go around the back and just put my finger on the 2 knobs for blue bias and blue something or other, the blues immediately come on the screen.

I haven't swapped the cap on the neckboard yet but, I'm guessing that replacing that and reflowing the solder on the blue knobs will cure this?

The messed up thing is once I touch it there, the problem ceases. I'd like to think the game just likes me touching it but, something tells me there's other forces at work here :D
 
The pots are prob bad...could be a cold solder point too but chances are its a bad pot or two. The K4900 in my Qbert does the same thing - red shuts off when the knocker hits lol.
 
Also check the pads around the CRT socket, I have seen it where the pads have weakened and cracked the traces from people putting on and removing the neckboard many times.
