I know this a known rom issue but wanted to know if you have to swap ALL of the rom's to fix it or if it's just one of them that causes the issue?

Are you talking about the collapse when it goes between player 1 and player 2? That is a rom issue with later revision deflection boards on the 6100, and if you have a rev 3 or 4 board, you can change a couple of wires, and burn a new set of 2732 roms, and place them in every other socket. I also think there is a set of V3 roms that were split for 2716 so you could use it on earlier version, but don't quote me on that.
If however you are talking about fold over, or walling on one side or the other, it's typically due to a frame mounted transistor being over driven.
First thing to do is to goto the test screen and do a complete alignment x pos, y pos, x size, y size bip etc. etc.
If you have version 2 with the 10 roms/eproms in row #1 then you only need to upgrade H1. If you have a version 1 rom set then you will need to also swap in both the 200 and 300 series as well. The vector roms at n/p3 and r3 do not need to be changed.
The locations with rom numbers are listed below.
d1 - 113
e1 - 114
f1 - 115
h1 - 316 <-- Upgrades version 2 to version 3 & fixes the P1/P2 UP collapse
j1 - 217 <-- Upgrades version 1 to version 2
k1 - 118
l/m1 - 119
m/n1 - 120
p1 - 121
r1 - 122 <-- Upgrades version 1 to version 2
Thx but my issue is that I don't have a ROM burner.
