Technical education: what is the prpose of resisors on flash lamp circuits?

Was just pondering the upcoming repair of all these resistor boards in my pinbot. Havent been able to easily find replacement but havent looked too hard. I have very little electrical knowledge to start with, learning as I go lol. So what gives....why did they need four of these boards?
 
Each flasher needs a pair of resistors to it. One drops the voltage coming in from the solenoid power to an acceptable level. The second resistor is part of the 'warming' circuit, which actually keeps the flasher just slightly turned on all the time. This keeps the filiment warmer, which improves reliability and reponse time of the flashing.

The flashers are multiplexed and run off the coil voltage. If you applied the coil voltage directly to the flashers, they'd burn out quickly. So as Hans said, they put in a resistor to drop the voltage to what the bulbs need (apx. 13v).
