sit down version:
game has worked fine. now, turn it on and only the marquee lights up.
power supply was inside pc unit changed with a new one, still does the same thing.
fuses on cabinet wall are fine and main fuse at transformer is fine.

also, there is AC going into the pc ac plug input as well.

my question is: if the mother board is bad, will nothing else turn on in the game? (pc, wheel driver board, etc) meaning all boards inside pc unit and outside unit and coin door lights?

as i said, the only thing that comes on is the marquee light

This is usually caused by a bad fuse and I have to ask, how did you check them?

did you just look at em or did you meter them?

Usually the ac goes to the marquee and monitor (through an isolation transformer). Then the ac line usually goes to another fuse and to the power supply.

To answer your question a bad mother board can cause all kind of problems, especially if it is shorted. If you remover the fuse on the pc supply and things start working, you have found the problem; either mother board or pc power supply.
 
FUSES CHECKED WITH METER AND I ACTUALLY REPLACED THEM ONE AT A TIME JUST IN CASE.
only fuses i see are 3 on the left wall and one at the transformer power block.
power suppy is new, i put in a new power supply after it was dead and its still dead. i just left the new power supply in it.
there is ac power getting to the computer power supply as i stated.
i beleive you can not test dc power out of the power supply until the mother board actually turns the power supply on.
can anyone who has an offroad thunder or hydro thunder chime in with that info?

Sounds like your getting a dead short in the computer case. Unplug all of the fans inside the case including cpu and and then try to boot. You may get lucky and just one of the fans went bad. But you may have blown a cap on the MB. I had a few Hydros with the problem you are describing and all luckily all except one (Hard Drive) had bad fans.
 
Mother Board was the culprit.
so i guess the answer is YES.
if MOBO bad, nothing in the machine will turn on except marquee light.
who has the best price on mother boards for these and offroad thunders?
i need an extra now...
