I have new Happ switcher fresh from Bob Roberts. The problem I have is that when there is a board connected, I adjust the +5v to +5.01. However, the +12v is now +15v and the -5v is now -6v? I feel that the +12 being +15 is too high. Am I doing something wrong here or is there something wrong with this supply?

You should be okay. It depends on what you hook it up to. The +12 is for the sound and some boards regulate it before they use it...
 
Batteries in the meter are good. Just wanted to make sure that this is normal or if the power supply itself is defective.

The switcher is performing to its specs. The problem is the cheap design does not allow tuning the other voltages. They are based off of the initial voltage that becomes the +5V. If that is being drawn down by the load and it is adjusted up, the other voltages float up as well.
