That tells me that there is a 10 point switch stuck somewhere on the playfield. Go over every single one (as quickly as you can, I'd probably just actuate maybe 3-4 of them before I turned the game off) while it's on and see if you can get the N relay to stop pulling in. Whichever one stops that relay locking on is the problem. If you go through all of them and can't get the relay from locking on, you have a short somewhere on the 10s point circuit somewhere on the playfield (not likely). Maybe on one of the switches themselves, or one of the jones plugs, etc. Check for solder splashes.
You should secure the relay in the game, because sometimes just leaving it hanging causes errors because the relay isn't in the position to close/open all the switches correctly.
Also, a good troubleshooting method is instead of just seeing if the relays are working properly by just looking at the switches, is to manually activate them yourself and see what happens. Sometimes you can't see or test with a multimeter to make sure all the switches are lining up (not often but it does happen).

Thanks Pat! So I found a switch touching at the base pretty much on the PF so that is fixed! I was able to play a 4 player game many times. The only other issue is that 1st player score reel. Unless that 2nd digit is on "0" it just sits there trying to start a game. The contacts on the switch and N all look fine I just don't know why that one reel won't reset. If I tap the contacts on the top of the reel or on that relay and kinda walk it to "0" it will start a game. I'll keep checking and tinkering. At least it will play a complete game now!
