Biggest problem I see on your cart is that you are not replacing the Proms at 5A & 6/7A. These control the Palette & GFX bank switching and are different for each game.
The other thing I am unsure about is that it looks like a cart 4 as 10H is populated with a 74LS244 which controls GBA16 but 4/5A is an empty socket rather then a 74LS138. Also the first 4 planes have 6 GFX sockets.
A cart 4 uses a different process from a cart 3 for selecting the GSx line ie gfx eprom.
A cart 3 uses the upper 4 bits of the 6/7A prom, $E=GS1, $D=GS2, $B=GS3, $7=GS4
where as a cart 4 encodes the upper 3 bits to select upto 6 gfx eproms, $2=GS1, $4=GS2, $6=GS3, $8=GS4, $A=GS5, $C=GS6
You can answer this question by using a continuity test on your multi meter and checking if :
pin 11 @7A connects to pin 20 @1B
& pin 12 @7A connects to pin 20 @2B.
If this is the case and it may well be then your cart is behaving like a cart 3. But you will need to use different proms @ 5A & 6/7A. Neither of these are available in the Mame roms sets as the ones it has are just the TTL versions which Mame doesn't use anyway.
I am attaching 2 copies of these prom files that should work for your board, the 136033.155 is for 6/7A and 136033.156 for 5A.
The 5A one also needs to be different as later carts used the upper 2 bits to control switching more gfx planes on/off.
You also need to double up 115 into 27256 eprom and put this into 2B and the same with 116 into 7B & 117 into 2D.
These are my best assumptions and have been made just using the picture you supplied above of your cart, hope it helps you get further.
